Work at the Rs 29,000 crore IOCL’s refinery project here came to a halt on Monday due to an aggressive picketing by workers belonging to the East Odisha Industrial Development Council (TEOIDC), a local trade union which demanded employment and rehabilitation for those displaced by the project as well as land losers.
The trade union also demanded recruitment of locals against regular jobs in the PSU, sources in the IOCL said.
Negotiations between the project management and the trade union failed to resolve the standoff as workers refused to budge from their picketing till the management fulfilled all their demands.
Around 30,000 workers are engaged in the project which is working overtime to meet the deadline for its commissioning.
The IOCL has sought intervention of the district administration in the matter.
The district collector, responding to the IOCL request, has fixed December 27 for discussions on a possible tripartite agreement, sources said.
The IOCL’s 15 mtpa refinery at Paradip is due for commissioning in March 2014.
