The School & Mass Education (S&ME) department of Odisha government has started a new initiative to conduct ‘Household Survey-2016’ for effective implementation of Right to Education (RTE) Act, 2009 across the state, said a release issued by the Odisha Primary Education Programme Authority (OPEPA) today.
The release said School &Mass Education Department Commissioner-cum-Secretary Ranjana Chopra has announced that the survey will commence from the March 1, 2016 and will be completed by June 30, 2016.
Chopra has written letters to all Collectors-cum-Chairpersons of RTE -Sarva Shiksha Abhiyan along with DEOs, DPCs and BEOs of the state to personally monitor the entire programme so as to ensure error free and timely completion of the survey, the release added.
The calendar of activities for conducting the survey has already been sent to all field level functionaries for guidance in ensuring 100% completion. Besides, it has been emphasized to involve PRIs/ elected representative and NGOs for successful completion of the survey.
Notably, as per Section 9(d) of Right of Children to Free and Compulsory Education Act, 2009 and as per Rule 8(1) of the Odisha Right of Children to Free and Compulsory Education Rules, 2010 and also as per the orders of Orissa High Court on PIL WP(C) PIL No.15395 of 2015, it has been decided by the S&ME department to conduct the ‘Household Survey-2016’ to identify all children in the age group of 0-14 and to maintain the record of all children by the local authority.
