Puspanjali Panda tops the OAS exam 2011

Puspanjali Panda has topped the Odisha Administrative Services 2011 exam, the results were published in Odisha Public Service Commission (OPSC) website on Tuesday night.

According to the notification around 418 candidates have qualified in Odisha Civil Service (OCS) exam for the year 2011. The exam had been delayed for various reasons.
The results have been out after completion of interviews in  January and February. On the other hand, since the issue is still under High Court consideration, the results of six students have not been published.

It may be mentioned that the OPSC had advertised for recruitment of several cadres to OCS posts including Odisha Administrative Service (OAS) in two phases in November and December 2011. Out of the 494 advertised posts, 318 posts were reserved for various categories leaving only 176 posts for general candidates.

Challenging this anomaly in reservation, Mukesh Chandra Ghosh, an aspirant, had moved the SAT stating that reserving more than 50 percent of posts was in gross violation of the rulings of the Supreme Court and the Orissa High Court.

Disposing off the application of Ghosh, the Tribunal had asked the OPSC not to exceed the reservation limit to more than 50 percent and go ahead with the examinations as planned .
However, not satisfied by the SAT order not to interfere with the schedule of the examination, Ghosh later moved the High Court seeking quashing of the OPSC advertisements and cancellation of the preliminary examinations scheduled on January 19 this year. However, a Division Bench of the court comprising Justices Madan Mohan Das and Raghuvir Das had refused to grant a stay on the examination.
