Bhubaneswar: The Odisha government today issued letters to all District Collectors on the modalities for payment/disbursement of agriculture input subsidy to the affected farmers on account of crop loss due to pest attack.
Special Relief Commissioner (SRC) Bishnupada Sethi today in a letter issued to all District Collectors asked to refer to the earlier letter dated 18.8.2015 issued them on the detailed modalities to be followed for assessment of crop loss due to natural disasters and payment/disbursement of agriculture input subsidy to the affected farmers.
The letter says that agriculture input subsidy shall be paid to the actual cultivators including sharecropper/lessee based on field inquiry and verification.
It clarifies that similar procedure shall be followed in case of deity land under cultivation by sharecropper/lessees.
In case of privileged rayats like widow and differently-abled person etc. agriculture input subsidy will be paid to rayats, the letter said.
It further says that in respect of land allotted under the Forest Rights Act (FRA) for which title of the land has been issued, the cultivators shall be enumerated for payment of agriculture input subsidy.
However, the letter has made it clear that government land under unauthorized occupation/encroachment shall not be taken into consideration for enumeration for payment of agriculture input subsidy.
The letter has categorically said that all payments of agriculture input subsidy shall be made through e-transfer to the bank/postal accounts of beneficiaries.
Moreover, the letter has instructions for constitution of a village committee with three members from the sharecropper category to hear objections if any on the list of affected farmers as determined by officials of Revenue & Disaster Mitigation and Agriculture departments on assessment of crop loss of individual farmers through eye estimation.
The SRC has directed District Collectors to scrupulously follow the above instructions for all disbursements of agriculture input subsidy on account of crop loss due to pest attack on the basis of eye estimation.
