The following is the exact text of Chhotray’s appeal :

“ As you know hectic parleys and political activities are going on in political circles in the run up to 2014 general elections. Political parties are busy in drafting their Manifestos for the elections. In Odisha elections to both Parliament and State Assembly will be held together.

Political parties will come up with their promises in the form of manifestos to woo voters. This is the time; we in Civil Society should highlight issues and concerns of common people especially of most vulnerable section of society, their aim and aspirations in life and solutions there in.

“ Since long, representatives of Civil Society have been engaged in bring out People’s Manifestos. We had done it in 2004 elections and also in 2009 elections.  During the previous election we had engaged ourselves with political parties to include issues and concerns of the people. And political parties responded positively.

“ This time we have started this process to rope in Civil Society actors, organizations and networks who are working on various issues (like Land Rights, Panchayatiraj & Governance, Health, Education, Agriculture, Livelihoods’, Women, Children, Youth & Employment, Displacement, Scheduled Areas, PESA, PTGs & Tribal rights , Dalit rights, Human rights, Communal Harmony, Mining & Industrialization, Environment & Pollution and Ecology, Climate Change, Coastal Livelihoods & Disasters, NRM, NTFP, Water & Sanitation, Physically and Mental challenged, Migration, Food security, FRA, RTI, MGNREGs and Financial Inclusion etc.) and have expertise on subjects concerning common people.

“ An initiative has been on to draft and publish a PEOPLE’S CHARTER /MANIFESTO. For this we had planned a series of thematic meetings with experts/organizations’/networks-working on the issues. A working group has been formed to steer this process.  PEOPLE’S MANIFESTO COMMITTEE had conducted a series of meetings and thematic group discussions in partnership with prominent civil society organizations during the last two months and we are in process of finalizing the outcomes’/points that emerge from the group exercises’.

“ To further this process we are organizing a two days’ workshop on 22nd & 23rd December 2013 in CYSD, Bhubaneswar. The objective of the workshop is to finalize the issues emerged from group exercises’ and incorporate expert suggestions, points and feedback.

“ As you are among the prominent civil society activists of the state and your organization has been working with people in grassroots, we will happy, if could join and take part in the workshop.

“ You are requested to depute two/three representatives of your organization especially community leaders, PRI representatives and grassroots activists along with chief functionaries of the organization.

“ We have made boarding arrangements for outstation delegates in CYSD premises. As this is an informal network of civil society organizations we will be not be in a position to reimburse your travel cost. A line of confirmation with a list of delegates will be highly appreciated”.
