Odisha relaunches ‘Sarbakhyama Yojana’ to regularise unauthorised structures

Bhubaneswar: Odisha government today relaunched the Sarbakhyama Yojana (amnesty scheme) to regularise unauthorised constructions and projects.

Housing & Urban Development Minister Niranjan Pujari announced the latest version of the scheme known as ‘Scheme for regularisation of Unauthorised Construction, 2018’ here today.

Under the scheme cleared under Planning & Building Standards Regulations, the unauthorised and illegal constructions can be regularised by paying a specific fee amount and furnishing the building plan copy along with the construction guidelines, the NOC including fire safety certificates to the development authorities.

In case of mega projects, it is mandatory for the builder to obtain infrastructure development NOC from the concerned municipal authorities. If the applicant wants to register his house under Zero Set Back, he needs to get NOC from his neighbour.

However, the application for regularisation of a plot with a size upto 300 square meter will be taken for consideration in case of non-availability of NOC from the neighbour, a press release from Housing & Urban Development department said today.

Similarly, the non-high rise residential building with a size upto 300 square meter with 100% ground coverage could be regularised by paying compounding fee even if there is difference in set back and parking. In case of residential house built in an area of 300 square meter and above with 75% ground coverage, the building could be regularised by relaxing set back and parking rules.

The government has completely relaxed stair well and veranda width size rules of the residential houses. But, few relaxations have been made in case of apartments and special buildings. The authorities have relaxed only 25% parking rules for multi-storey buildings.

It is inevitable to commission the water storage sump tank and roof top water tank as per the rules in the apartments and residential houses.

However, rules have been relaxed partially for the buildings constructed by the firms associated with healthcare services.
