Jagatsinghpur, Sept 17:
The House Committee of the Odisha Assembly has expressed serious dissatisfaction over the poor functioning of the Rehabilitation and Peripheral Advisory Committee (RPDAC) in Jagatsinghpur district.
Taking note of the resentment among land losers and displaced families over the poor functioning of the RPDAC and its failure in dealing with issues relating to peripheral development, compensation, employment and others issues of different industries, a team of the House Committee, led by chairman Pravat Ranjan Biswal, had a review meeting in this connection here on Tuesday.
As per the guidelines, the RPDAC should have a meeting once every three months to take up issues relating to periphery development, compensation, employment and others issues of different industries. But it was revealed during the meeting that not a single RPDAC meeting had been in the last four years.
The House Committee also came to know that five industrial units in Paradip— Essar Steel, Posco, IFFCO and IOCL – have conducted only two RPDAC meetings while Deepak Fertilizers has conducted one meeting in the last four years.
Due to irregular meetings, issues like fixation of the rate of private land, compensation, employment, rehabilitation and resettlement, plantation and payment of maintenance allowance to betel vine labourers have remained unresolved, the House Committee found.
