While there have been reports in a section of the media that the Justice CR Pal Commission has not recommended any permanent High Court bench in Odisha in his report submitted to the state government on June 1, Justice Pal has been a little reticent about sharing either the crux or the details of his report, leading to considerable confusion over the matter.
The Commission has, in the mean time, informed the media that it sees no problem if permanent bench of the Higfh Court is set up in any part of the state. But it has not spelt out what exactly is its final recommendation .
The report has apparently been compiled on the basis of the guidelines of Justice Yashwant Singh Commission and the opinion of the eleven Bar associations in Odisha, sources in the Commission office said.
The secretary to the Commission Ajay Mohanty said although the Commission was to submit its report to the Home department on May 31 as scheduled, it submitted the report the next day due to certain problems.
“Since the report has been submitted to the government, the details would be made known only after the report is tabled in the State Assembly in its forthcoming session”, Mohanty pointed out.
Meanwhile, the Commission has informed that its office would be closed down on June 30.
It may be recalled here that the state government had formed a judicial commission in 2008 under the chairmanship of Justice CR Pal following prolonged demands of the Bar associations of the western Odisha districts.
The Commission, later began its hearing on the basis of the guidelines of Justice Yashwant Singh Commission.
