The Odisha government on Thursday submitted an affidavit before the High Court in which it admitted that large scale irregularities took place in several appointments in Cuttack Municipal Corporation (CMC) in two phases during 1996-97 and 1998-99.
State Urban Development Secretary Govindrajan Mathivathnan told the court that several irregularities were committed by the CMC authorities in appointment for the posts of teachers, sweepers, drain gangs, road gangs, and de-weeding workers.
For this, criminal proceedings would be initiated against the erring officials within 30 days as per the provisions of Odisha Municipal Act, 1950. Besides, steps would be taken to recover the illegal payments made against the fake appointments as per the provisions of Odisha Local Audit Fund Act of 1948.
Notably, salaries against these fictitious employees were drawn in favour of these fake appointments.
The state government filed the affidavit in response to a PIL filed by a journalist in the High Court in 2003 in which the plaintiff had alleged that as many as 174 non-existent candidates were appointed between 1996-97 and 1998-99 financial year.
