Odisha to complete first phase of digitisation for NFSA by Jan 2015

The Odisha government has targeted to complete the first phase of digitisation and registration for implementation of the National Food Security Act, 2013 by January, 2015 so that beneficiaries could use their ration cards from February.

The state government has launched e-Bitaran, the flagship programme for implementation of the Food Security Act and reform of the TPDS in the state last month. The first phase of registration/digitisation of beneficiaries for the new ration cards in Bhubaneswar Municipal Corporation (BMC) and Bhubaneswar block started on September 22.

“The entire process of registration, digitisation, and consolidation of applicant database and comparison with integrated database for the first phase will be completed by January 2015 so that the beneficiaries could use the ration cards by 1st February, 2015,” said Madhusudan Padhi in a letter to joint secretary, department of Food and Public Distribution, Union Ministry of Consumer Affairs.

The second phase of digitisation for identification of beneficiaries will cover all urban local bodies (ULBs) in the state, all remaining blocks of Khurdha district and the blocks in the district headquarter of remaining 29 districts, said Padhi.

The remaining 275 blocks of 29 districts would be covered in the third phase. The entire process is expected to be completed by July, 2015.

The state government had notified eight exclusion criteria on July 17 in the NFSA. These include income tax payees, persons having vehicles, including two-wheelers, persons having business with TIN (tax payer identification number), households with electricity consumption of above 300 units per month, state or central government employees, persons having power tillers, fishing boats or other heavy vehicles and professional tax payees.
