It is called the Chief Minister’s Grievance Cell, but Odisha Chief Minister Naveen Patnaik ‘never’ attends the hearing of the cell.
The shocking revelation has come to light through a query filed by activist Pradipta Pradhan under the RTI Act.
As per the information provided by the PIO, Parliamentary Affairs department, the Chief Minister did not attend even a single hearing of the Cell between May 2009 and March 2014.
Instead, the grievances of the people are heard by six designated officials: Krushna Chandra Mohapatra, IAS, G.Mathi Vathanam, IAS, Dillip Kumar Mohanty, IAS, Debendra Prasad Dhal, OAS, Dr. Gopabandhu Dash, OAS and Ritarani Mohapatra, OAS.
As for the procedure followed to comply with or obtain compliance by different authorities whom the grievances is forwarded, the RTI reply said The grievance petitions of the people received in the Chief Minister’s Grievance Cell are forwarded to the concerned departments/ officers for taking appropriate action as per rule.
The concerned departments/officers furnish action taken report on the grievance petitions to the Chief Minister’s Grievance Cell and to the petitioners as well while pending grievance petitions are monitored for disposal, the RTI reply revealed.
Since December 3, 2012, hearings of the Chief Minister’s Grievance Cell are held every Monday. Before that, the hearing of grievance petitions, received through post and e-Abhijoga, took place every Saturday, the reply said.
During 2009 to 2014, the Chief Minister’s Grievance Cell has received a total of of 47,750 petitions and disposed of 39,651 cases. The year-wise details provided in the RTI reply are as follows:
