Odisha chief minister Naveen Patnaik would leave for New Delhi tomorrow to participate in the first governing council meeting of NITI (National Institution for Transforming India) Aayog on Sunday which would be presided over by prime minister Narendra Modi.
The prime minister would discuss the implementation of 12 major centrally sponsored programmes and budget related issues with the chief ministers at the meeting.
Chief ministers would be briefed about the mode of Central assistance to the states under the NITI Aaayog, which replaced the Plannign Commission recently.
The Centre has planned to limit the number of centrally sponsored programmes, which currently stands at 66, to 10.
Apart from this, the Centre has also planned direct allocation of about 80 percent of the expenditure on these programmes to the states for effective implementation as the state governments have enough experience in formulating their own state sponsored programmes.
This would further strengthen the Centre-state relationship while the states will get more financial autonomy.
The chief ministers have been asked to take part in the discussion on all issues at the meeting.
Vice chairman of NITI Aayog and eminent economist Dr Arvind Panagariya will brief the chief ministers about the issues at the outset of the meeting.
The prime minister will interact with eminent economists and experts across sectors along with the existing members of Aayog in the first meeting today.
The meeting, to be presided over by Union Finance minister Arun Jaitley, will deliberate on the role the Aayog can play in the changed economic scenario.
It will also discuss the subject of the state of economy and invite suggestions on the forthcoming budget.
The ex-officio members and special invitees of the Aayog are also expected to attend the first meeting of the body. The ex-officio members are Union Home minister Rajnath Singh, Finance minister, Railway minister Suresh Prabhu and Agriculture minister Radha Mohan Singh.
The special invitees are Union Road Transport and Highways minister Nitin Gadkari, Social Justice and Empowerment minister Thawar Chand Gehlot and HRD minister Smriti Irani.
The meeting would set the agenda for meeting of the Aayog’s governing council comprising all chief ministers and Lieutenant Governors of Union Territories on Sunday.
