National Human Rights Commission (NHRC) has issued a notice to the Secretary, School & Mass Education Department of the Government of Odisha calling for an action taken report (ATR) within four weeks in the matter of a school student in Rourkela due to a wall collapse.
The NHRC issued the notice in response to a petition filed by eminent human rights activist Prabir Das, who sought a fair inquiry to fix responsibility for this act of gross negligence on the part of the school authorities, besides adequate compensation to the family of the deceased.
Bibek Kachhua, a nine-year old student of the NAC run Upper Primary School in sector 6 of the steel city in Rourkela, died due to the collapse of a school wall after it was hit by a reversing vehicle on August 5 this year. The min truck was reversing after unloading material meant for the mid day meal in the school.
Bibek and Priyanka Haripal (7) were coming out of the school when the wall caved in on them under the impact of the hit it took from the reversing mini truck. They were rushed to the Ispat General Hospital (IGH), where Bibek was announced dead. Priyanka has been left with a fractured bone as a result of the mishap.
“It is a matter of grave concern that when the accident happened, the school had just completed the morning session and the students were coming out of the class-rooms and therefore the mini-truck should not have been allowed to move at that time for ensuring the safety of the children/students. The mishap could have been avoided had the teachers/school authorities been careful/alert in this regard,” Das said in his petition.
