The National Commission for Women (NCW) has issued a notice to the Superintendent of SCB Medical College and Hospital, Cuttack to appear before the two-member NCW Inquiry Committee of Hemlata Kheria and Manasi Pradhan on September 4 (Wednesday) at the State Guest House here to answer charges of obstruction of justice.
The notice issued under section 10 (4) sub-clause (a) of NCW Act 1990, asked the Superintendent to appear before the committee to reply to the charges, failing which summons will be issued in the name of the Superintendent to appear before the Commission at Delhi.
The two-member team hasbeen on an official tour to the State since August 29, 2013, to inquire into the alleged gang-rape and stabbing of a 16-year old tribal girl in Khandapada in Nayagarh district.
On August 30 morning, the team visited the SCB Medical College and Hospital, Cuttack where the victim is being treated in a critical condition.
The notice stated that after arriving with full protocol at SCB, none of the doctors treating the victim were present though the detailed itinerary of the inquiry team was sent to the State Government earlier. The notice further stated that when the committee called for the Superintendent to arrive with the medical reports of the victim, the Superintendent refused to comply with the order.
Section 10(4) of NCW Act, 1990 deems the NCW Inquiry Committee as a Judicial Court and is empowered to enforce the attendance of any person from any part of India and to requisition any public record from any court or office.
