Huge backlog of cases in Odisha High Court

The huge backlog of cases pending in the Odisha High Court has become a matter of grave concern.
Of the 3, 55,631 cases pending in the High Court by June-end this year, nearly two lakh are civil and criminal in nature while the remaining 1.6 lakh are miscellaneous cases, official sources informed.
On an average, the High Court receives nearly 10,000 civil (main) cases and 11,000 criminal (main) cases in every quarter of the year. Besides, another 10,000 miscellaneous cases are added during the same period, which adds up to more than 30,000 cases every three months. About 40,000 cases add up to the pending list every year due to slow disposal rate.
The Law Commission of India, a decade ago, had suggested increasing the strength of judges in the Odisha High Court to 29 for clearance of the backlog of cases within a period of five years. However, the Odisha government has sanctioned only 22 judges’ posts on the pretext of financial crunch. As a result, the High Court has never witnessed at least 18 judges in its bench even once during this period.
