Odisha Chief Electoral Officer (CEO) Dr Mona Sharma on Saturday asked all recognised political parties to submit the list of their 40 star campaigners to the Election Commission and her office within seven days of the notification for the next elections.
At a meeting with representatives of political parties here, Sharma asked district election officers (DEOs) to notify the value of materials to be used in the campaign in consultation with parties. If parties want to use any material not listed, the candidates or their agents can apply to the DEOs for their inclusion. If they have an objection about the price fixed by the DEO in respect of any item, they can register their complaint within 24 hours of the value being notified.
Before releasing any advertisement, political parties have to take the permission of the state level media certification and monitoring committee. For this, they have to apply in the prescribed format with two hard copies and a soft copy of the advertisement, the CEO said. Parties also have to submit four copies of all posters/leaflets, along with an affidavit form the printer, to the collectors at the district level and the CEO’s office at the state level, she said.
The CEO emphasised on the separate and correct recording of expenditure. DEOs and collectors would maintain a shadow register where expenses incurred by parties and candidates would be recorded on a daily basis. If discrepancies are found in the figures recorded in the shadow register and the register maintained by parties, the concerned observer would record his/her comments on the latter and take the signature of the candidate/agent on it.
Dr. Sharma sought the cooperation of political parties in the strict enforcement of the expenditure limit and the model code of conduct.
