Odisha govt notifies amended SMC rules

To ensure quality and uninterrupted education at the school level, the Odisha government has decided to implement the newly amended School Management Committee (SMC) rules.

A notification to this effect was issued by the School and Mass Education department today after due approval by departmental minister Debi Prasad Mishra.

As per the new rules, the number of SMC members has been raised to 19 of which 50 percent have to be women members.

The members of the committee include guardians, block education officer (BEO) or a retired and experienced teacher or an educationist selected by the BEO, and a member of either the local youth club or a voluntary organisation.

Besides, a permanent committee would be formed while the existing permanent committees at the village panchayat, NAC, municipality and municipal corporation would work as permanent education committee.

The standing committee, to be formed at the panchayat level, will have sarpanch as the chairperson and the panchayat executive officer as the convener while a local ward member will be the member of the Headmaster’s Committee of the school.

Besides, an educationist, a president of either a youth club or a voluntary organisation and president of Panchayat Mission Shakti nominated by the BEO in consultation with the sarpanch,  a health worker nominated by the medical officer and an anganwadi and CRCC (Cluster Resource Center Coordinator) nominated by the CDPO, will be the other members of the standing committee.

The headmaster of the school would discharge his duty as the convener of the committee.

The committee would take note of the progress in education, sanitation, health and other social activities in all schools in the panchayat. The committee will have a quarterly review meetings to discuss and solve existing problems in these schools.

At the time of formation of the SMC, either the chairperson of the standing committee or two members selected by him would remain present.
