Special Vigilance Court judge Manas Ranjan Barik also imposed a fine of Rs 30,000 on former ASI apart Kabibar Nayak apart from sentencing him to three years imprisonment.

The court has further ruled that in the event of non-payment of the fine, Nayak has to undergo additional imprisonment of six months.

Kabibar, then ASI at Joda police station was caught red handed by the Vigilance while he was accepting a bribe of Rs 5,000 from the wife of an accused in 2013.

Notably, while Kabibar was serving as an ASI at Joda police station in 2013 one Kishore Majhi of Budhbeda village under Joda police station limits was arrested in connection with a criminal case. His bail application was rejected by Judicial Magistrate First Class (JMFC) Court Barbil. Following which he had moved the Keonjhar District and Sessions Court for bail.

The court as per procedure sought the case diary from Joda police station. Police deliberately dilly-dallied in the matter knowing it very well that without submission of case diary, the court would not grant bail to the accused.

Kishore’s wife Luski Majhi on March 2, 2013 visited Joda police station and met investigating officer (IO) Kabibar requesting him to submit the case diary with the court.

Kabibar sought a bribe of Rs 7,000 from Luski to submit the case diary. Luski told Kabibar that she didn’t that much of money to offer him and paid him Rs 1,000 on the same day. However, Kabibar insisted Luski to pay another Rs 5,000 at least.

Kishore’s bail plea was scheduled for hearing on March 5, 2013, and was rejected in the absence of case diary. Again Luski went to Joda police station and requested Kabibar to send the case diary to the court. Kabibar reiterated his demand of Rs 5,000 to send the case diary to the court. Left with little option Luski approached the Vigilance on March 6 and narrated her misery. Following Luski’s report Vigilance laid a trap to nab Kabibar.

On March 7, 2013, while Kabibar was accepting Rs 5,000 bribe from Luski he was caught red handed by the Vigilance.

Kabibar is currently serving as an ASI in Hatibari police station in Sundargarh district. He is a native of Bholbeda village under Ghatagaon block in Keonjhar district.
