In a clear indictment of the Odisha government’s claim that there has been no irregularities committed in the recent appointment of assistant executive engineers (AEE) in the state, the Odisha Administrative Tribunal (OAT) ordered the Odisha Public Service Commission (OPSC) to publish a fresh merit list for appointment of AEEs.
The OAT in its verdict on Tuesday ruled in no uncertain terms that only the names of those candidates who had applied on the basis of the main notification (advertisement) issued on April 17, 2015 will be considered at the time of preparation of merit list.
That apart, OAT has scrapped the amended notification providing for relaxation of upper age limit of diploma holder candidates to 45 years.
The OAT has further ordered for allotting marks on pro rata basis for wrong questions keeping in line with the directives of the Supreme Court of India in such matters.
Besides, the tribunal has ruled to limit reservations within 50 percent.
Appointments will be made on the basis of fresh selection list and the entire process has to be completed within two months, ruled OAT’s bench comprising acting chairman B K Dash and member S K Dash.
The case was argued by senior lawyer Budhadeb Routray, Subrat Kumar Nayak and Bibhu Prasad Tripathy on behalf of the petitioner.
