Taking strong exception to the indifferent attitude of the Secretary of the Health and Family Welfare department towards its repeated directives to appear in person in connection with the alleged irregularities in the supply of medicines to poor patients of SCB Medical College and Hospital here, the Odisha High Court has served him a final notice to appear on March 14.
A division bench of the court- Justices Pradip Mohanty and SK Mishra- on Friday issued the directive after hearing a PIL by petitioner Loknath Rout.
The petitioner has alleged that the state government has entrusted Hindustan Latex Ltd (HLL) to supply free medicines to BPL patients of the three government-run medical colleges and hospital from the Odisha State Treatment Fund (OSTF).
HLL has opened three counters in these three medical colleges.
Under the agreement, HLL would receive the money from OSTF towards the supply of medicines.
As per rules, there would be no treatment of the BPL patients if the medicines are not available in the HLL counters.
While most of the medicines are not available in these counters, the medicines in their stock are being sold at a higher price, the petitioner said. He has also alleged that while HLL is getting money from OSTF, it is selling medicines to patients by at arbritrary prices. which is contrary to the objective of the programme.
