The Odisha Assembly witnessed a fresh uproar this afternoon after Speaker Niranjan Pujari ruled against a debate on the chit fund scam in the House.
The House was thrown into turmoil as soon as the Speaker gave his ruling, based on the advocate general’s opinion, that there can be no debate in the House as the chit fund case is sub judice.
Additionally, the Speaker also ruled that there can be no reference or mention of the chit fund scam in the discussion on supplementary demands of various departments.
Opposition members rose in unison protesting the Speaker’s ruling. As the din continued, the Speaker adjourned the House till tomorrow.
Annoucing the decision on the issue, the Speaker said he agreed with the AG’s opinion that the matter cannot be discussed in the Assembly since a number of chit fund related cases were sub judice.
Leader of Opposition Narasingha Mishra rejected the Speaker’s ruling saying; “It is wrong, unfortunate and violative of the Constitution.” He said the advocate general clearly lacked ‘elementary knowledge’ of law and must resign immediately.
On the other hand , BJD spokesperson Pratap Jena justified the Speaker’s ruling saying there were enough precedences where discussions on matters sub judice have been disallowed both in state Assemblies and the Parliament.
